You want to add a LOT of sims to your world, ideally 100+.
The user sakuraleon creates really amazing looking families and townies. These are not all sims you will necessarily play, but they will make up the residents and 'randoms' walking around the world.
It does take time and effort, but IMO it's worth it in the end. If this is something that interests you, I've put together a handy guide to show you how to do it.
